Changes to Retiree Healthcare By Tom Gamel

The City Manager, Patrick Duhaney, sent a memo earlier this month to the CRS Board of Trustees. He informed the Board that he plans to implement changes to retirees’ drug programs. These changes affect retirees of both the Retiree Plaintiffs and the Active Employees Plaintiffs Groups. Some of the changes are planned to be effective as soon as July 1, 2019.

The Board received Mr. Duhaney’s memo a few days before their regular monthly meeting June 6. None of the trustees had received any information about this move prior to this, and one concern, among other things, was that the affected retirees would believe the CRS Board had approved these changes. For this reason, you have or will be receiving a letter from the CRS Board, together with a copy of the memo from City Manager Duhaney, explaining the Board did not have anything to do with the changes to the prescription plan.

The Retiree Plaintiff group filed a restraining order as well as a contempt charge against the City for these actions that were not negotiated and agreed to by the parties. Below is a link to the filing.

A lot of retirees have already received their letters and I am getting phone calls and emails. CRS Board members do not fully understand what is being proposed and what the impacts will be. We will have a Benefits Committee meeting at 12 pm on July 11th in Committee Room B at City Hall to discuss this matter. Letters against the City Manager should be sent to members of City Council in the meantime.
